Recognized for helping to secure the 2010 Winter Olympics and national leadership in the energy sector
Atlanta, GA — December 7, 2010 — Modulo, a leading provider of enterprise governance, risk and compliance (GRC) solutions, announced today that customer Doug Powell, Manager of Corporate Security for BC Hydro, has been named CSO of the Year by SC Magazine Canada. Powell was presented his award at the 2010 SC Congress Data Security Conference & Expo on November 16th in Toronto, Canada. The awards were hand-picked by an expert panel of judges, including high-profile national public and private security leaders, as well as by the esteemed SC Magazine editorial team.

As the third largest electric utility in Canada serving 94% of British Columbia, BC Hydro played a core role for in providing security for the Olympic games. This environment represents a heightened threat period in which threat agents attempt to forward their cause and attract the attention of the world – the Beijing Olympics, for example, reported 10,000 malicious cyber hits on the electric grid in the first hour. In Vancouver, BC Hydro was concerned that those opposed to the games or its infrastructure plans, building dams and power lines, might hack the company’s web site and deface it or insert viruses. And of course the most serious concern as a utility was that a cyber attack against the grid SCADA system could shut the Olympics lights off. |
In preparation, Powell re-energized the BC Hydro IT security team and created an end-to-end security program integrating IT, physical and corporate security - and aligning with Olympics and national security agencies. Key to this effort was the governance, risk and compliance (GRC) program, for which Powell leveraged Modulo Risk Manager to identify 20 critical applications, perform a full risk assessment, and prepare a mitigation plan. Deployed in eight months, the IT program was integral to BC Hydro’s Olympic success.

Powell was also recognized for his ongoing efforts in helping to propel the CSO position to a footing of influence within the BC Hydro organization and for his national leadership including contributions to the Canadian Electricity Association, Security Infrastructure Protection Committee and Energy & Utilities Sector Branch of the Canadian CI Protection Action Plan. He is also Second Vice-Chair for the ASIS International Utilities Council and has provided CI protection briefings to the utilities sector at the Canadian Security Intelligence Service. Moving forward, Powell is also helping to elevate BC Hydro’s security program as integral to the company’s strategic Smart Metering Initiative.
